I am cuting sections at the project and in two different sections I need to name the SAME LEVEL under two DIFFERENT names. Is there any way to do this?

No - you can not use the same level, you will have to make a new one, even if it is in the same location.

I don't know why you are doing this but consider using worksets to manage this conflict.
