So I need to have some text blocked out like the attached PDF. I need the release info the same each sheet but the ability to be different each line. Having a difficult trying to find a method other than copying and pasting from sheet to sheet. I am looking for a way to to this with labels but just can't figure it out.

You can edit your title block family to do what you want.

I can create a title block that is project specific with "fixed" text

If your titleblock is setup correctly using labels for the text that changes you can then add parameters to that text so it can me edited and associated within the project.
