How can I create a component that will mask whatever is behind it? send to back does not seem to work for this task.

In the family the component is built in you have to go to each view and make sure all the visibility settings are setup correctly for viewing in plan, elevation, section and 3D. Also you may have to add masking regions to the views in the shape of the individual component parts of the model.

You don't say what this component is.
- A model component, if not transparent, will automatically mask model components behind it.
- If it is a detail component, then you can add a masking region in the family.
- Annotation elements can have masking text.
