Hope that someone can help me on this.
When we place an annotation text, we can pick the leader on the left for example, then click a point, drag the cursor to the text placement location, then add text. The arrow of the leader can be started at the item which need to be noted.
I am going to create some annotation families can allow me do the same sequence; instead of add the family first (welding symbol for example) , then add the leader, and adjust the leader. Unfortunately, I cannot find any annotation template to achieve this.

This is how the system works and there are no options for what you want to do.

Thanks for the reply.
I really wish that I can customize some annotations like the way of using Spot Elevations; instead placing the tag then adding the leader. The work flow is awkward.
