So I want my elevation bullets to line up, and sometimes it shows an open circle for the grip. or a little solid dot. Why do these change? And how do I get them to act properly. In the image I cannot get this bullet to move. cant see the blue grip, only the open circle grip, which seems to be useless for this. any help is appreciated.

At the top where it says 3D in blue writing, click on that and it will change t 2D and the circle will change into a blue dot. When a level is set to 3D it will change its length across all views. When it is 2D it changes for only the view you are in
