All of the sudden I'm no longer able to download anything from RevitCity....all that shows up on my screen is a bunch of
gobblygook. Have I been black listed for some reason?

Follow instructions: "If your browser is opening the file up as a text file, right click the link and select "Save Target As" (or similarily worded)."
Or try with other browser (Chrome)
