Is there a way to make the control dots on the witness lines of the dimensions larger?

Do you mean regular dimensions? Manage / additional settings / arrowheads / your tick / tick size.
Do you mean temporary dimensions? Revit R dropdown/options/graphics/temporary dimensions text size

That's not what I am asking. See attached pdf.
To move a "regular" dimesnion's witness line, you click on the witness line and drag the small dot (control dot) to the place you want the dim to be measured from.
My questions is how to make that small control dot larger?
