I created a foundation wall (12" CMU). I want to add a 4" cap block on top of the 12" CMU wall and a 2 x 6 sill atop the 4" cap block (see image of foundation wal detail). I used a profile for the 4" cap block to model the 4" cap block on top of the wall. The profile was set to 16" above the base of the wall. This worked fine.

I am trying to use a profile of a 2 x 6 sill plate and set that 20" above the base of the wall. This will make it sit on top of the 4" cap block. When I try to Apply the sweep above the cap block I get an error saying, "cannot create sweep.....sweep is outside of the wall". I can see the 2 x 6 sill plate in the preview in section but it does not add it to the wall in the model atop the cap block.

What am I doing incorrectly? What are some possible resolutions?

I wouldn't do it this way.  Leave your wall without the 2x6 and take care of it with detail components in the section.  Overmodeling can really hurt the performance of your model.
