The tyype T1 rebar shape in my foundations have the hatch missing from the bottom corners when plotted (not on the screen).  Any ideas?

Try to Reveal hidden element in View Control Bar when it will appear select the object then click Toggle Reveal Hidden Elements Mode on your ribbon seen in the upper Right side of your screen
