What the difference between duplicating a floor plan from the project browser and creating a new floor plan from the 'views' tab. (unchecking duplicate views) is there any difference??

As long as you don't duplicate as a dependent or dublicate with detailing, then there is no real difference.  Keep in mind that the new view will be set up with the same VG and view range settings as the duplicated view whereas the create view method will be done according to your setup.
