Greetings.

I am having difficulties transferring the Mechanical Settings from 1 project to another.  As well, I am unable to find a way to transfer all the Project unit settings for HVAC and Piping - I suspect the 2 issues are related.  

When I use Transfer Project Standards, I do not see Mechanical Settings, but I can choose Pipe Settings.  Am I missing something?  Or do I need to reinstall my Revit 2015?

Mechanical settings are in fact made up of piping settings / types / sizes and duct setting / types /sizes and these should be listed in the TPS. I don't think you can transfer 'project unit' settings.
