If you are trying to create the effect of a painting on a wall. It can easily be done by creating a family for the piture frame and inserting the image using the decal tool, which you can stretch to the size of your frame. Decals need to be placed an elevation view parallel to the the surface where the image is to be placed. This will allow the image to show in the elevation and 3d views when rendered. The image will not show in the plan however your picture frame may be cut in plan and you can use that as a location for the image.
