I have this large 7 story project. there are three separate towers on the property, two of which need to get lowered by 1 level.

So like the image shows, I want to delete the level out of the two larger structures, and leave the smaller center tower alone. Is the best way to do this to delete Level 2, and all the objects on those particular towers, then lower the other levels and rename the levels, (so a level 3 becomes level2)? or is there a smarter way, obviously, all three towers will be affected, but not sure if its better to delete the level, or not. 

edit: red arrow is pointing to smaller tower not to be touched.

I would start with the center tower moving your roof and all levels up one floor.   Then you can remove the elements from that xx'd out level and delete the level.
