How do you draw this using the property line tool? or even detail lines? This is a typical north american survey plan. My main concern is how do they draw the angles, what are they referenced to? How do surveyors draw the angles of a property line

From the site tab, you can simply sketch your property lines if you just want to use simple angles and distance.   The preferred method is to use the massing/site tab, pick property line and pick create by entering distances and bearings.  Use data furnish from your deed or site survey in the table working around the property.  For arc's pick arc under Type.  Arcs will have chord bearings, radius, length and you have to pick R or L.  If you pick wrong, you will see it and you can switch it.

I tried using the table.  See attached.  I went line by line, starting at the lower left hand corner and moving counter clockwise.  Are they wrong?  Why doesn't it work? Grr.

OH, I got it! the dimesions are wrong from the surveyor!  I changed out the N for S and E for W on the last 5 lines.  Then it all came together.
