Normal imperial library counter top is displaying as wireframe instead of hidden line, i've checked phasing, and visibility settings.

I've gone into the family editor and added a surface pattern and material which works for two minutes and than it goes back to wire frame, showing the cabinets below,

Any suggestions?

The cabinets on the left and right that are shallow are cabinets above.

Cut a section.

cutting a section doesn't reveal anything.

Shows fine in three D.

I know that the shallow cabs are overhead. notice the issue is that one counter shows as solid and the other shows through

We can't help if you don't let us.ed for a section because that could tell us a lot but you must know more than I do.

We don't know if these counters are at the same height, where your view cut plane is, if there is anything below the left counter to see through the counter.   The plan alone just doesn't tell us much.

I can assure you that this is a user problem.
