Render goes ok but when i change angle - the render is black. why is that happen?

When you rotate the view, you change the position of the camera.
In the general 3D view, in Project Browser > Right-Click on the 3d camera view > Show Camera. This shows the camera and the view lines in the 3D model.
When rotating the view it is possible the camera is situated inside a geometry or below the toposurface. you don't always see the in the actual camera view.

But it's happening of regular 3d view- i'm not talking about camera (perspective) view!

Add a sectionbox to the view and cut away everything but the building. This way you can make sure nothing is blocking the camera (3D view is also a type of camera).
