Recently, and for no obvious reason, using Underlay in VP has encountered a problem.
I'm working in Level 1 and chose Level 2 as underlay, this has never been a problem in the past, but suddenly I'm getting a partially complete Level 3 as underlay instead of Level 2.
I'm baffled. I've tried every combination of VP imaginable...wireframe, hidden line, etc.

i've encountered the same thing on occasion. One trick that has helped is to turn on wireframe. Don't ask me why that would have anything to do with it but sometimes it works.
