Aloha All,
Using Revit '14.
I am attempting to create a wall type as seen in the attached pdf. Currently, I have enabled Base Extension Distance on the outer most exterior wall layer (EIFS). The problem I am having is when I apply the sweep, whether in the family type itself, or after I place said wall, Revit prompts me with the "Could not create integral wall sweep for wall instance. Sweep position is outside of its wall. Please check sweep parameters" error.
I understand the error, but I'm seeking an alternative way of achieving the wall type without having to create a EIFS sweep.

How tall is that EIFS band? I would do this as a stacked wall or if it is just a small band at the top of the wall I would use the Wall Sweep tool under the Architecture Tab>Build Panel>Wall pulldown>Wall:Sweep

I think I understand your problem but I have not tested. Please explain furthur. Is your wall layer pulled down or up from the base of the wall?

The EIFS band extends from 3' from the base all the way up to the second story. I would not advise using a wall sweep for a layer of a wall that jogs up and down around ornamention on the building facade.

I created the EIFS layer by unlocking the base constraints in the wall type's structure dialog box (section view). As I am sure you know, I then typed in 3' in the instance parameter for Base Extension Distance. That is all good and well, however when I do apply a wall sweep that is the GFRC Wainscot, it gives me the error. Likewise, if I add the sweep to the Wall type's structure, and then type in 3' in the walls instance parameter Base Extension Distance. I hope this added some clarity WWHub!

The GFRC you add as a sweep needs a host. You want the host to be a sub-layer of the wall.... sorry - you can't do that.
Use teafoe's suggestion of a stacked wall with the bottom having the GFRC and it ends at 3' where the EIFS faced wall starts.

Just a thought, ...instead of base extension offset, you can try applying a sweep (GFRC), and a reveal to cut EIFS. However, the wall layer behind the reveal will adopt the surface pattern of the layer being cut/removed by this reveal.
