I can add spot elevation marks to walls where both top and bottom are below the view cut plan (footing elevations in a foundation plan) but it seems I can't add elevation marks to any wall where the top of the wall is above the cut plane (foundation walls in a foundation plan).  is that correct?

You can only elevation tag surfaces that are in view - it really is not dependent on cuttng plane.

The wall is in the view, its bottom is in the view.  Can't tag bottom elevation of the wall.  see dwg... http://goo.gl/MAAq3q

maybe top and bottom have to both be in the view.

I found a work around:  set the view range to show the top and bottom (even if this makes no sense for the final drawing).  Use the elevation label tool (shortcut EL), and label all the walls, then set the VR  back to the numbers you want.  the elevation tags will remain visible, but you cant use the tag tool anymore, except for whatever walls tops and bottoms still show in that setting.

The bottom of the wall is never in the view...it is hidden by the wall.

re. workaround: set view range so top and bottom of wall are visible in wireframe then the top/bottom elevation label tool will function.   Just trying This gets revit to document top and bottom of wall, if a bit clunky.
