I'm working with a text that has a width factor of 0.80.  The text appears correctly in the model, but when printed, the opaque background of the text masks the area as if there was a width factor of 1.0, therefore masking more than it needs to, which includes parts of the model.  Is there a way to change the width factor of the masking area as well? This appears to be a revit glitch.

The text masking area has always been a little strange.... sorry - I have not ever heard of a way to change this.

I was curious so I tested some things- could it be your printer? Are you printing to PDF? I would check your settings- raster or vector processing, quality, etc.

I tested with .8 and 1.0 width factors, and both printed- to PDF and directly to my printer. 

Granted, I'm using fully updated 2014 and you don't state your version.

Sorry, I forgot to mention I am using 2015.  I played around some more with print settings - when i print to PDF it works, but when i export DWFs it does not.  Of course, DWF is what i need.  Even changing the width factor back to 1.0 does not seem to help - see attached image (the top text box is width factor 0.8, the bottom is 1.0) - the masking area seems to be somewhere in between.

Any ideas on how to fix the DWF export setting to deal with this issue?

I suggest you send the issue to autodesk.... It may be a known issue but if it is not, then maybe they will put it on their to do list......
