hi,
i have my project set up with true north and project north. when i place a spot elevation on my floor plans for finished floor level they are readable in my project north.
however, when i place the floor plan on a sheet and rotate 90, the spot elevations don't rotate with the floor plan.
how do i edit this so my spot elevations can be rotated 90 either in sheet view or on floor plan in model.

You have two view rotation options in Revit.
- Rotate View on Sheet.... Everything rotates in 90 degree increments, including view title http://help.autodesk.com/view/RVT/2014/ENU/?guid=GUID-754C2012-08C7-430A-A29B-15E4B2FF105D
- Rotate view by rotating the crop region... Model elements all rotate but annotative elements remain 'normal' to the rotated view. This rotation can be any angle. http://help.autodesk.com/view/RVT/2014/ENU/?guid=GUID-10044F8E-7DC4-46C8-9AF5-B7E0FB8AD751
Perhaps you used the wrong process.

I USED THE FIRST OPTION OF ROTATING THE VIEW ON THE SHEET BY 90, BUT THE SPOT ELEVATIONS ON MY PLAN DID NOT ROTATE WITH IT.
I CANNOT USE THE SECOND OPTION OF ROTATING THE CROP VIEW. THE PROJECT IS A LARGE BUILDING COMPRISING OF 4 DIFFERENT ADJACENT BUILDINGS. WE NEED TO KEEP THE MODEL SPACE AS IT IS.
WE ARE ONLY ROTATING CERTAIN CROP VIEWS ON SHEETS TO FIT THEM CORRECTLY. BUT AS I SAID, THE SPOT ELEVATIONS DON'T ROTATE WITH THE VIEW
I DON'T WANT TO USE TEXT AS THE LEVELS COULD CHANGE THROUGHOUT THE PROJECT AND I NEED SPOT ELEVATIONS FOR ACCURACY WITH LEVEL UPDATES/CHANGES.
ANY OTHER IDEAS?

Perhaps you don't understand option 2. This does not rotate the model elements in the Revit 'world'. It only rotates the elements as shown in that view and only that view. This is especially helpful with say a rectangular callout of bathrooms that will work better turned 90 degress from what they were in the floor plan. Or say you have an angled wing on your building that at a larger scale will not fit on your sheet but when rotated to be parallel with the sheet it will.
TRY out this process! It will not affect your real model in any way. You can have multiple views of the model with each one turned at a different angle.
Look at the attached. Copied with detailing plan views.... All the same model and on the same sheet.
