I created a curtain panel with symbolic dashed lines to represent an operable window in elevation. The lines are showing up fine in 'straight-on' elevations, but they disappear in oblique elevation views. Is there any way to get them to show up?

Select your lines and click 'convert lines' on the ribbon.

Symbollic lines are 2D and thus, only show up in views normal to how they were created. pijpiwo is having you convert them to model lines in the family editor. I have seen instances where the convert lines is not available. When it does work, the model line is placed on a work plane. You need to look at what plane that is because your model objects may hide it.
