I would like to use a top and bottom rail of 1" square steel tubing. However, in the rail selection the smallest is 2". I suppose because the program thinks it is a stair rail requiring a minimum size. Is there a solution?

A rail is just a profile. You can create your own, any shape you want.

Which one are you trying to get - rail, top rail, or handrail?

I'm using Revit2011 and don't have that dialog. Is that the problem?

No problem.

Use Profile-Rail.rft template (or Profile.rft if 2011 doesn’t have one and change profile usage to railing in properties), draw a profile you want and load it to you project. In the project, select the rail->type properties->edit (rail structure), your custom profile should be listed under profile heading.
