Is there a strategy for creating note tags - a note on a drawing the refers to text in a legend, but it's not a family tag. just a pointer and a number = text in a legend.

keynotes connect to an actual element.  Drawings usually containg general notes: Example here... http://screencast.com/t/NLywUxLtP   Its just text, linked to a note tag on the drawing.

Keynotes still work.   You said a note tag - to me that means a note with a leader.   User keynotes can point to any model element.   They do not have to be assigned to one element.

I am talking about t a note that is text only.  Many times (as shown) text alone is displayed and repeated but its just a number with a TEXT ONLY schedule (#101 =like "repair concrete this area").  I don't think one would create a "repair concrete" element... or maybe you would?

As I said.... the keynote can point to anything the user picked.   It could point to a block wall and say "repai concrete element", it could point to a table and say "repair concrete element".   It just has to point to any model element.  And lets say your element is out in space.   Well then point to a model element elsewhere then drag the arrow off into space!

 

A better solution then the last item above is to use an invisible detail element.  Detail elements are also key-not taggable.  I created an IDF that has a visible red circle that is normally off in all views along with an invisible crosshair.  The red circle can be turned on in VG so you can see these families.   These families can be associated with a type and then they can be mass re-assigned.
