Is this a limitation of the Window family template: I've created a reference plane and I'm trying to attach a dimension with an instance parameter to manage varying conditions at grade. However I keep getting an error when I try to do this saying that I'm over constrating the sketch. Deleting all of my other constraints yields the same thing. Do I have to build in a different family template for this to behave correctly? What gives?

The image you show is not the same error message as you write. Not over constrained but constraints not met.
This is not a template issue.... It is a process issue. Maybe a locked dimension you erased - deleting a dimension does not remove the constraint. Maybe an element constrained in another view.
Be careful in families. You don't need a reference plane for every edge of and object. Sometimes a dimension on the sketch is better. Sometimes you can just let revit make an association. You also have several unused reference planes - get rid of them.

I receive both instances of errors after deleting dimensions and constraints. I guess I will have to start over because there's zero constraints and still the same error (no hidden locked relationships either like you mentioned after deleting the dimensions). Maybe it will go faster the second time. Unless you see what the issue actually is? Thanks.

It's definitely a problem in the template. There are reference planes that cannot be deleted or parameterized. Any attempt yields either constraints not satified or over constrained right out of the box. Revit wish list: have ability to delete these problematic reference planes.

I don't understand .... you mean you can't work with the left/center (pinned)/ right or the sill / top and the bottom un-named reference planes? Why would you want to delete these? All of those are pretty standard and should work with your family. The left/right/top/sill all control the cut opening.
I forgot the center (front/back) also a pinned origin ref plane.

Did you click on the object and change the dimension once it turned blue or did you go into Family Types and change it from there? This would be for the image you showed.

The default Top and Bottom will not allow any dimensions with parameters to be associated with them for some reason. This is true when I first open the template without adding anything. I thought I got it to work but when I loaded it into my project I'm not allowed to create an instance. It looks like I have to scrap the whole thing because from what you're saying those reference planes are necessary. I can't use the template though since it doesn't allow me to do anything! Sigh.

wait wait wait. I think I got it. I'm the goon. I used the window-curtain wall template, not the window template. I see what the deal is now. The top and bottom reference planes are driven by the curtain wall it is hosted to. I was assuming I was working in a regular window family. Parent child misunderstanding. This might work in my favor in the end. Thanks for your feedback guys. It always helps.
