I just placed a view on a sheet. but the bubble title and scale thingy didnt get placed. is this a thing? where is it, as its not hidden.

Another head slapper....
Are view titles on in the sheet's VG settings?....
If yes then Click on the view and on the View properties dropdown, pick the correct view title to use. We typically have several including none which is what you may have.

Click on your view on the sheet and in the properties select the title that you want to use. If there isn't one loaded you will need to load one.
