I don't understand.. what happens after you select New>Titleblock? You should get a dialog box like the image I attached

it sounds like revit doesnt want to open or make a new title block at all, because i have an existing title blocks that i can edit or load a new ones, i have tried this to make it work i copied the folder that has title block from load family (ribon) uner insert command. and paste to my document so i can later on open it.
but still when i go to file-open-new- title block i can not find the title blocks because they are rfr formatt i think, even though the actual title block folder that i copy and past does exist
any help pleassss

We don't know where you placed it.
All of the files that Revit uses that you installed somewhere have to have pointers set to them. Typically that is done at install but you can 0change them. The pointers are under the Revit R dropdown / options / file locations. You can read about setting these in your HELP:
file:///c:/program%20files/autodesk/revit%202014/help/en-us/wbh/index.html
