I drew a 13' tall wall in elevation. But when I print it or put it on my title block, it is tiny. How do I make it proportionate to the title block I put it on..

Thank you. That does make it look better on the sheet, but if I change it to 2, for example, all my measurements double. What am I doing wrong?

I really don't know what you are doing. View scale is a drafting principle, it is not changing the size of the wall which it sounds like you are doing.
Maybe you need to know some fundamental drawing processes before you go any furthur.
