I am trying to transfer two legends from one project to another; however, the copy to clipboard is greyed out.  I also tried to transfer project standards and that did not work as well.  There has to be a way to get legends created in one project into another project.

You don't understand the process.  The Help explains it.

  1. From the file where you want the legend. - Click on Insert Tab / insert from file
  2. Pick the file with your legend
  3. Pick the legend & finish.

Thank you for the suggestion but that does not work either.  Only sheets, schedules, and drafting views show up.  Legends is not in the list and even the sheet that has the legend on it is not in the list.   It omit its for some reason.  Cannot believe revit doesn't have a simple way of transferring legends.

It does work, it has always worked - except for those internals.

Just edit the existing legend - window and copy to clipboard and paste in a new legend in your new project.
