The tip boxes that pop up when you hover the mouse over a command on the top bar do not disappear after I move the mouse away. The box remains frozen on my screen and I cannot click on anything behind the box. The remains frozen on my screen even when I minimize Revit and remains in the screen even when using other programs. (See pictures). The box only disappears after I completely close out of Revit. This happens most of the time when the pop up help boxes come up, but occasionally it disappears after I move away the mouse. How do I get rid of the box when does not go away?

This is not a typical error so the problem is yours.
Do you have all your updates? You don't say what Revit and what updates you have.
Have you got the latest drivers for your video card installed?
Did you try turning off hardware acceleration?

I have Autodesk Revit 2014, I downloaded it for free from the Education Community because I am a student. Before posting this I "repaired" Revit, but it did not seem to make a difference.
I'm not very tech savy, so I'm not sure what you mean about the lastest drivers for my video card or the harware acceleration. I got my computer in about 6 months ago, so I hope everything is up to date.

There are 2 updates for 2014. You need to install those.
Just because you got a new computer, that doesn't mean the latest drivers were installed. You may have to follow up on this if the item above doesn't clear up your problem or if the following doesn't.
While in Revit, click on the R and pick options from the bottom of tyhe pulldown. From the menu pick graphics. There you will see the hardware acceleration checkbox. Uncheck it.
BTW - You should read as much as you can in your HELP about the other settings here in the options menu.

Thank you WWHub,
I reinstalled revit last night, so would that automatically install the updates?
I also unchecked the hardware acceleration checkbox and the rollover video box problem still persists.

No it will not automatically apply updates.. You need to install them
