Is it posible to create a viewport type which changes size when the drawing changes size?
I have attached a screengrab of what I would like to optain.

I don't understand the question. When you change the scale of a view, the view automatically changes on the sheet.

If you want boxes around your views, don't you think these would be better off defined in your sheet? Then the viewport title could be placed where you want it.
BTW - Read up on sheet grids in your HELP.

I am currently making a template in which I would like to have a viewport type for joinery drawings. Hince there is often more than view on one sheet andview rarely have the same size or format I would like to make one viewport type for all the drawings.
