I have made a generic model family that as a concrete material assigned to it. Is there a way to cut it any way within the project ?

You can use a face based family or you can do an in-place void family.

When i loaded this generic model in a project i cannot cut it any way. See attachement

Sorry - I missed the family type in your topic.
Generic families are not cuttable. Set it to a cuttable type. Search in your HELP - Cuttable.
