I started a training program for Revit that requires Revit 14, but my work has to use 13 so that files are compatable for clientel. Will downloading Revit 14 stil allow me to access and use 13 on future projects?

Your license allows you to have 4 years of Revit installed and used.
Just be aware you can never go backwards. A file worked on in 2014 can never be used in 2013.
