Please see attachment. Can anybody tell me how to get my topo to look like that in 3D. When i make a new topo it comes in flat.

Do you mean the brown edges?
To get that affect you have to use a section box that cuts the topo.

Yes. So I have to add a selection box to the 3d view ?
How do you show it in a section view as well ?

In order for "earth" to show in any view, the view has to cut the topo and under the massing and site pull down / site settings you must have the base set and the material. See image.
