I want the 4" leg of the triangle to always remain 4" but i would like to flex the 1'-3" length.  No matter what I try the 4" leg tries to change size can what exactly do i need to do?

Instead of using a dimension to the end of the line, try using a dimensioned reference plane.  BTW.... Always place reference planes before you add geometry.
