Is there a setting to make a light fixture component transparent to light?   I have had this problem with even stock light fixtures:  light does not emit from the fixture unless one makes the light source outside of the fixture.

yes. add a transparent material to your cylinder. i can see it is still default gray.

you might want to add a self-illumination parameter to the transparent material as well.

for others (like me) that have never used a self-illumination parameter, here is where you find it:  http://screencast.com/t/fRrA9dAu  

even when I set self-illuminance to a 10,000 luminance, it doesn't appear to iluminate or glow. http://screencast.com/t/oVadd8WOU5   Should "self-illuminance" result in an illuminated appearance?

yes it will. and the effect is always nicer if you post process it in photoshop.
