On some of the light bulbs there appears a black spot over the light as shown in the attached pic.  I've tried rendering at different qualities but all yield the same result.  What can I do to fix this?

We don't know enough to answer completely.  Look at the specific material used in the offending lights.  This is a process problem - not a render problem.

 

I assume that all of the lights are the same light - just different material / light assigned.  If this is not true then explain.

I'm using a "luminous translucent bulb" and then I change the color and filter color.

I'm not sure I understand what you mean when you say its a process problem, how can I fix that.

Create a project with just a few lights with the colors you are using and post that.  Purge everything before posting !
