I need to know how to create level markers with the SAME name for construction documents. For example I have different top of window levels, but when I insert a new level I am forced to give it a unique name. Both level markers need to simply say TOP OF WINDOW.

put a period at the end of one of them its almost not noticable. or a comma or any puncuation that is small enough that its almost not noticable. or make your own markers..
