maybe first check your visibility settings in the views. have you turned them off? also it is possible to individually hide or show annotations in a view. if you run your mouse over the elevation, are they ghosting in?

If after checking that Levels visibility is on in Visibility Graphics and they are not hidden by using Hide Annotation in View, you may have encountered a bug from Release 7. When the ability to control Grids and Levels in 2D or 3D was added Level indicators would sometimes move far out into space and become invisible. You may be able to find them by Zooming to Fit and looking very closely for a faint empty circle which represents the grips in the 3D version of the Level indicator. It can sometimes be difficult to find them, but they are there somewhere.

create a scope box around your model, go to section and make sure the box is tall enough(pass your model) click on one of your level lines, right click and select all instances, go to properties and down the dialouge box pick your scope box. all the levels should appear and allign with the box. you can delete the scope box once done...
