I just started a new Electrical Workset, and I'm still getting used to the whole thing. The current issue, is that I'm trying to tag spaces for a panel schedule, but there is no default tag coming up and everytime I try to load a tag it either acts like nothing happened or tells me to load a family file with the Space Tag category. I'm not sure what I'm missing here...

You have load a space tag (/annotation/ mechanical) then use the tag tool to tag the space.
See the Loaded Tags dialog box image attached.
