Does anyone know if you can use the keynote manager in tandem with a shared revit file between two firms by using Revit Server? And if so, do you just save the .txt file to your revit server and then if both firms have the revolution design keynote manager they can both edit keynotes at the same time?

I don't know how Revit server works but I know that the keynote file can only be opened and edited by one user at a time.

Yes, a .txt file can only be edited by one user at a time. But if you have purchased the keynote manager it allows you to open your keynote palette in Revit and by doing so multiple users can edit the file at the same time and reload it into the central model. I'm just wondering if this works the same way when sharing it among two offices using the revit server.
