Hmmm. Well, the first thing I might suggest is trying to go through the Tutorials and the Help files if you're having difficulty on topics such as these. They will help you to understand the basics and what they're intended to do. In the meantime, let's see if I can shed some light.
The temporary dimensions feature is just for that - temporary dimensions - and not 'permanent ones'. These are the dimensions that appear when you click on a wall, or door, or window. You then have an option of clicking on the little icon just below the string to make it 'permanent' (or always show up). The Temporary Dimensions feature controls whether this will appear at the face of the finish or the face of the core that you've defined in the wall (or to the side of the opening or the center of opening for windows and doors). Once made permanent, you can ALWAYS grab a grip and move it to a portion of the wall later on.
NOTE: IF you change the settings in mid-course of drawing, it has NO effect on your dimensions already there. Why? Because this is for TEMPORARY dimensions ony.
To answer your question regarding walls and which way to draw them (CW or CCW), it does... and doesn't matter. It affects the placement of the EXTERIOR of the wall. When you create a wall, click and highlight it. See the Flip Arrow? Notice the side of the wall it's on? That's the exterior. This is kind of important when you're wanting to show the proper placement of materials, etc. (If it's a generic wall, not so much). You will get proper placement of the 'outside' when you draw Clockwise. However at any time, you can click on a wall's flip arrow and change its orientation - you just may have to move it or align it again because it's placement will change.
Does this help?

Thank you very much for your answer.
However, I am still having difficulties with the temporary dimensions - even after setting the measurement to be taken from the exterior face - when I pick walls I am not given the overall outside dimension of the countour of the building, rather I get a dimension to the centerline of the adjacent wall.
In the attached example the length of the northern wall is 500, however the dimension given is 490 to the center of the adjacent wall.
What should I do?
