The track lights are not lighting up. Family seems to be correct yet nothing is working. I have played around with the settings and tried to increase it. The host of the track lights is the floor but is offset to the height I need. 

Also, the recessed lights which are hosted onto the ceiling are not bright enough...

 

Please help !

In render window did you use the artificial lights option? Or just use sun? If only the latter, the artificial lights won't come on.

Open that light family, create a Glass element in front of that light and change the material / luminance, this will give you the effect you want

Thanks all ! The problem was that in the family the front material was a solid !!
