This problem occurs when you are in a view and process that is specific. For instance loading a plumbing fixture after starting the column process or being in a drafting view and loading a model element.  Generally if you are just loading families into a project, try actually being in a floor plan with no active commands.  You have to be in the plan - not just have it open on your screen. - click in the plan after opening it.

You are trying to insert a family that is not compatable with what command you are trying to insert it with. For example if I click on the Window command and go to insert family and try to insert a door I will get the warning you are recieving.

Go to Insert>Load Family (without picking any other command) and find the family that you want to load and load it into the project.
