Once we need to built or model a partial stair...REVIT ask for levels, base and top, we choose from the given dailog...
in case we don't have level...and what we need only, let say : 4 steps, 30cm tread and 15cm risers..
how revit can do that... its easy.. but i try, and did not catch it..

Use the same level for start and finish. Just offset from that level for the finish.
