I am trying to rotate sercvice carriers and ceiling panels to be parrelel to the floor, they are generic models. I am very new to revit. and if you need any other information to help solve my problem just let me know!

Well this is a 3D world so what are you asking? Rotate in plan - elevation? I would have thought that you would be much clearer in your question.
Generic model - hosted? face - ceiling - wall - reference plane - what?
Where did you get the family? Did you build it?
A copy of the family would help.

Well they are ceiling panels so they are part of a ceiling and it was built but not my me so I'm not sure how to answer any of your other questions. Like i said i am new to this software and i wasn't assigned to this project at the beginning im just jumping in now. Attached is one of the generic models I am trying to rotate in elevation to become pitch at the same angle as the floor.

You say it is in your ceiling and you don't say that your ceiling slopes. So, that is the next very obvious question. Does your ceiling slope?
You still don't answer if this is a hosted object. It sounds like it is ... so your ceiling should slope. If you don't want that, then you would need a hole in your ceiling and something to mount this on.

How do I know if it a hosted object? and yes the ceiling does slope it is parallel to the floor. The company i work for does interior finishes the ceiling already exists there is no grid to apply a slope to. I just need to place our specialty ceiling panels and I'm trying to line them up with the existing structure. I normaly only work in autocad and microstation so this is a new world to me i had one class on it that tought the basics about 2 years ago but this BIM model is of an entire subway station and it was done previously by someone that left our company and did not fully understand how detailed our work was. If you cannot help it is ok I just dont want to screw this up any more then the guy before me.

You need to learn enough about Revit to work.
Your elemant is work plane based. So
- Draw a reference plane in section or elevation view at the angle you need.
- Name that plane in its properties.
- Goto your plan view
- set that ref plane as your current workplane
- Place your element in plan view.
