I was never talking about spot elevations.  I was only speaking of Interior and Exterior elevation symbols.  You know the stuff you use to call out cabinet hight, ceiling height, etc.  Spot Elevations are used for grading and such.  I want to show a client how a building looings like in elevation views.  He/she will not understand or care about spot elevations.

Has Autodesk resolved this issue yet or do we still only have the workaround of going through all of the views and hiding the labels?

I just had this same issue. My basement level appliance labels were showing up in my 1st floor level floor plan. To fix, I double clicked on 1st Floor level floor plan to activate it. Then in Properties, I scrolled down to View Rande, clicl Edit, change Bottom to Associated Level, click Apply, then OK.
