I have attached (3) view to show the issue:
"full_view shows that windows can be placed properly on the upper right side in the view. The blue highlited wall is the same
element & windows display fine there.
"enlarged_view" is a close up view to show that the window are placed in wall, but does not cut opning.
"enlarged#2" is an alternate view showing that the upper part of the window does cut an opning in the wall, but not the lower
part
Many elements in the model are not displayed...
All help is greatly appreciated!!!!

Are those regular walls in blue or an in-place family? Describe them - properties.
Place the same exact family and type in the lower wall and upper so that we can see if it behaves the same.

The upper & lower walls were created exactly the same; an extrusion. The only difference is that the lower wall is a bit tall, but that does not seem to be critical. On the "blue" upper wall, the windows place fine on one side of the building, but for some reason, cannot place properly on other faces....

If this is a vertical - straight - extrusion, then this is a poor use for that. Revit's regular walls are a better use.

Yes, the walls are vertical straight extrusions...the lower walls & portions of the upper walls all work fine, so perhaps the
Revit walls are good, but that does not explain to me why the windows work on portions of extruded walls & the exact same
windows do not place on other sections of wall...

I would bet that you have somehow pulled a plane out of adjustment from your 3D view messing with those grips. Normally I don't see that as a problem but obviously, it is.
When ever possible, use the kiss priciple. Revits walls work so much better that any model in place you can do for "normal" ... vertical walls.
