Is there a way I can change the host layer line styles line weight throughout the project? I can use VV to change it in a view; however, I would like to change their line weights throughout the project.

"View Templates" are the key, check your HELP menu

I'm not sure what you men by "host layer".  VG sets view only but under the manage tab, option styles you can set category VG for the entire project.  You should set this in your project template but you can modify it by project if needed.

I'm trying to change the line weight of specific "functions" within my wall such as "structure", "substrate", etc. I can override them with VV; however, I would like to change them in every view, not just one. At worst, I can create View Templates to do this. I was just hoping there was another way.
