I have tried every scenario I can think of but for some reason revit wont let me do this.  I have attached an image of the problem.  I have 3 pads Im trying to use for three different levels that need to be cut from the topo.  There is an inner pad completly surrounded by another pad which is then surrounded by a third pad our outermost pad.  The problem is revit will let me do two pads but never the third.  The edges all must be touching.

When you use touching pads, I always edit the sketch of one pad and use that sketch to start the next pad and then edit that.  In this way, I am assured that the common line is really in the same place.  <<< See if that works for this.

It may be that Revit still ...just doesn't like what you are doing.  In that case I might think of putting a hole in my topo and doing a seperate one in that hole.

Yeah I always copy the previous sketch to ensure alignment of edges and for some reason it only barks on the third pad when the pads are completly surrounded.  We thought about split region of topo but the pads locations keep changing through consultant coord. and merge regions between topos that are not exactly touching can be a pain.  I think we are going to use regions to cover the earth in those locations for now.  It's 2d but until these location are finalized i dont want to split region them.
